The East Baltic States of Finland, Estonia, Latvia and Lithuania are, apart from Cyprus and Malta, the only four EU member states which remain isolated from the present integrated EU gas market and transmission system.

Prioritising connection with EU countries

To fully integrate the states into the European energy market is one of the EU Commission’s six priority areas identified in the Second Strategic Energy Review. This should be done by strengthening the interconnections with their EU neighbouring countries.

Ramboll prepared BEMIP study

Ramboll was selected to conduct a study on natural gas infrastructure projects around the Baltic Sea in terms of evaluating the impact of these investments regarding market development and security of supply. The plan is referred to as the Baltic Energy Market Interconnection Plan (BEMIP). 

Identifying infrastructure investments

The study identified short to medium term projects and actions that can be implemented before 2014 and includes infrastructure investments such as pipelines for import and interconnection, LNG terminals and underground gas storage. The study also provided recommendations on how to address the depletion of gas reserves in the North Sea as well as the gas transmission capacity from Russia.
